Unapproved Minutes

Board President Harry Northey called the Annual Meeting of the Invermere HOA (IHOA) opened at 6:30 p.m. in the Invermere Subdivision Park. Other Board members present were Vice President Dan MacDonald, Treasurer Brooke Madden, members Jan Jennings and Dave Tweet. Approximately 40 IHOA residents were present.

Old Business:

1. Treasurer report was given by Brooke Madden. She reported the following:

• A) The current balance is $46,683. Of that amount and per the Board’s instruction; $20,000 sits in a high yield certificate; $14,000 in a regular yield certificate; and the remainder in the checking account.
• B) It was reported that last year $19,562 was expended on upkeep of the park and the Miller Creek frontage area.
• C) Current expenditures to-date for 2026 is $5,345. This amount is low in comparison to 2025 due to the light winter (snow removal costs), plus the unknown fall cost for water, electricity, etc.
• D) It was also noted that a healthy reserve is needed to cover unexpected cost such as drainage system, which the HOA is responsible for.
• E) Annual fues request will be sent in January, with payment due by end of February. Payment can be made through PayPal or personal check. There is a fee when using PayPal.

2. Update on City issues was given by President Northey:

• A) The City had cashed in the developer Drake Lemm’s bond (in 2025) and suggested it turn the bond money over to the IHOA. The IHOA would then take complete responsibility for the Park and Miller Creek Frontage area, indemnifying the City of any wrong doing between the City and Developer in the past. The Board rejected this idea, leaving the City responsible.
• B) The City is to use the bond money for weed control now and in the future. It was noted that the attempt to eradicate cheatgrass and other weeds has been relatively successful.
• C) Also a thank you was given to Dan MacDonald for taking care of the mowing and sprinkler systems.
• D) Request for new volunteers to empty the doggy stations is open.
• E) Attempts have been made to connect with the new City Park and Rec Director, with no response to date.

New Business

• 1) E-bikes and electric scooters were discussed. The City Ordinance regulates their use and requires operators of e-bikes to be licensed and operated only on the street (not sidewalks). IHOA is not involved in enforcing or regulating e-bikes and electric scooters. It is suggested, if an issue of misuse, to talk to the adult responsible (whether parent or guardian, if user is a minor) first, before involving law enforcement.
• 2) Fireworks are not allowed in the City limits, It was noted if an individual’s use of illegal fireworks causes fire damage, one’s homeowner’s insurance may not be covered.
• 3) It was also noted that it is illegal to feed wildlife.
• 4) President Northey reported that Board Secretary Tracee Anderson had resigned and moved out of the area.
• 5) M/S/C (Motion moved / seconded / carried) — Gene Freed / Jan Jennings: To elect Pat Zaranet and Kirk Paulsen as new Board members.
